Plan Administrator

James Fisher serves as Plan Administrator for the City of Pembroke Pines Fire and Police Pension Fund, bringing over 40 years of dedicated service to the City and its public safety community.

A graduate of Florida State University, James began his career as a Police Officer with the City of Pembroke Pines in 1983. Over a distinguished 24-year career, he rose to the rank of Sergeant before retiring in 2007.

In addition to his law enforcement service, James played a significant role in pension governance, serving as a Pension Board Trustee and Chairman from 1986 through 2007. He also served as a representative for the Police Benevolent Association (PBA), now the Fraternal Order of Police (FOP), advocating for the interests of fellow officers.

Following his retirement, James transitioned into pension administration, serving as Assistant Plan Administrator from 2007 to 2012 and as Plan Administrator since 2012. In this role, he oversees the day-to-day operations of the Fund and works closely with trustees, actuaries, auditors, legal counsel, and investment professionals to ensure effective management and long-term stability.

His combined experience in public safety, governance, and administration provides a comprehensive understanding of the Fund and the needs of its members.

Assistant Plan Administrator

Rachel Maldonado serves as Assistant Plan Administrator for the City of Pembroke Pines Fire and Police Pension Fund, bringing over a decade of experience in pension administration and public sector operations.

She holds a Bachelor’s Degree in Business Administration with a major in Human Resources Management, as well as a Master’s Degree in Business Administration.

Rachel has experience working with both federal and municipal agencies in New York and South Florida, where she has developed expertise in pension administration, staffing, recruitment, performance management, employee benefits, and training. She is also a certified Public Pension Trustee.

Since joining the Fund in 2012, Rachel has supported the administration and day-to-day operations of the pension plan. In her role, she works closely with the Plan Administrator, trustees, actuaries, auditors, legal counsel, and investment professionals to help ensure the efficient operation and ongoing stability of the Fund.

She is bilingual in English and Spanish and is committed to providing responsive and effective service to the Fund’s members.

Her combined experience in human resources and pension administration provides valuable support in serving the needs of the Fund and its members.

MARIA CORONA

Office Coordinator

Maria is an accounting and finance professional serving as Office Coordinator for the City of Pembroke Pines Fire and Police Pension Fund. She brings a strong background in financial reporting, fiduciary oversight, and pension operations.

She holds a Bachelor’s Degree in Business Administration from Florida International University, with a minor in Management Information Systems.

Prior to joining the public sector, Maria served as an Accounting Manager for a large manufacturing organization, where she managed the full accounting cycle, including financial reporting, budgeting, and reconciliations within an $800 million revenue environment.

In her current role, she supports the financial operations of the Fund, including reporting, audit coordination, and collaboration with trustees, actuaries, auditors, and investment consultants. Her work helps ensure the accuracy and integrity of financial data supporting the retirement benefits of the Fund’s members.

Maria is a certified Public Pension Trustee and has completed both the Internal Auditor Certificate Program and an Investment Management Certificate through Florida Atlantic University, strengthening her expertise in governance, internal controls, and investment principles.

She is bilingual in English and Spanish and is committed to supporting the Fund with accuracy, accountability, and a strong sense of fiduciary responsibility.
